If you were in California I'd guess a Eucalyptus.  Just a guess.

If not already a member, I suggest going the the GardenWeb and register and then go to the section called "Name That Plant".  http://forums2.gardenweb.com/forums/namegal/

Members have identified numerous plants for me.  Your photo will have to be coded for HTML format on the GardenWeb.

To me the plant looks like eucalyptus, as Jerry said, but I doubt it would survive a winter in your area.  It also looks like willow as Josh notes and it also looks similar to oleander......  I'm confident the members of the GardenWeb can ID the plant positively....
