Fancy All Over Another

I have a pond in my back yard and it is 6 weeks new.  I put in goldfish, fancy, koi...  Anyways my large fancy goldfish (6") won't leave my smaller fancy goldfish (3") alone.  The bigger one is following and pushing the little one around.  What is going on and what should I do?

I have fish that do the same.  When they aren't on the "chase" it seems that the females bully other fems and males alike.  If you think the big fancy is too mean I would just separate it from the rest.
