Do you have a pump/filter in your small pond?  If so, just wait it out, the water has to cycle in all new ponds.

I have some water gardens that have no pump/filters.  Sometimes they are clear, but usually not no matter how much chemical I would use.  My goldies don't seem to mind the tinted water just as long as they have enough air.   I do vacuum the bottoms regularly, do water changes and use air pumps.

Floating plants like water hyacinths or water lettuce keep the pea soup algae down.  Water lily pads shade the water too.

It does take a new pond awhile to cycle/balance.   Patience is a virtue!
