When to fertilize summer dormant plants?

OK, Joyce got me hooked on the idea of Osmocote for my pond plants. I love the idea of fertilizing once in the spring and being done for the year. I'll even repot every year if I don't have to dangle over the pond and try to shove my finger into the pots to get the darn pondtabs in.

But I got to thinking, when does one fertilize plants like water hawthorne and marsh marigold, that go semi-dormant (my marsh marigold) or completely dormant (my water hawthorne) in the summer? Sheila's First Rule of Houseplants is: Never fertilize when a plant is dormant or entering dormancy.

So, the hawthorne and marigold need repotting and I was going to do it soon as they finish blooming - do I Osmocote them now or do something else altogether? I'm confused. Maybe I just think too much...
