Lotus question

I am wondering if I planted it or burried it.  Planted by the lotus in a barrel method, around middle first of May, didn't take note of the exact date.  It warmed up so I planted it outside, then we had some cooler days, not cold, just cooler.  It has been  warming up more later this month.  I see nothing growing yet.  Did rake away some of the gravel and the tuber still feels firm.  This is my first attempt at a lotus, so anyone got any advice?

Do you see any growing tips on it at all.  I started 4 new ones in the greenhouse this year, they were growing like gangbusters in there.  Took them outside, and then it got cold.  I think it stunted them a bit, but there finally putting up more pads.

But my other  (older) two lotus have buds.

Kim, thanks  Yes, I had two tubers, both had 2 growing tips which I left sticking out of the pea gravel as the instructions said.  I only have about 2 or 3 inches of water over it.  My pot is full.  By the time I put 75% full of compose, then a about 3 or 4 inches of top soil, tuber and gravel to top off, I only had about 3 inches left to top of the pot.  Wondering if I should delicately pull it up and replant  in less compose, leaving more room for water.  I used a store bought compose, 100 percent natural cotton compose, but I checked with them and they didn't recommend it go into fish ponds so I planted in about 20 gallon pot about the size of half barrel outside of pond.  Thanks again
