There have been several instances of children getting caught against drains over the years. I saw an episode on GMA last year where a boy got his stomach stuck to one in a jacuzzi, I think it was. His father barely managed to pry him free, the boy was underwater several minutes, but made a full recovery. The government has apparently done nothing to require pools/jacuzzis/whirlpools, especially in public places, to have unsafe drains. It's ridiculous.
