Just wondering - if city ordinances require that ALL bodies of water be fenced to keep kids from falling in, or just swimming pools. Ponds in parks aren't fenced.

I think is totally dependent on your local laws.
Where I live any water container on private property deeper than 24 inches must be fenced. But in the Lake of the Ozarks swimming pools don't require a fence at all. Guess they figure the lake isn't fenced so why fence a pool.

Depends on local ordinances. When I built my Ex-Hs pond in Friendswood, we had to get a "pool" permit and fence.
Personnally, I think safety is worth every penny.
Forget the liability. Wouldn't you feel awful if someone got hurt?

I was able to take the chain link fence out that was around the pool when I bought the house in Marin by raising the height of the perimeter fence to 6' all around and putting a keyed lock on the gates. I like that as it increased the security of my yard in general and got rid of the ugly chain link. It does vary everywhere so you need to check locally.
