About resizing pictures

Is there any free resizing software that I can tell it I want the picture to be 200 KBs? I have one but it wants either pixels, actual measurements or percentages and I don't know how to do that.

Not sure about that, but I seem to remember reading somewhere that the max. pixel size is 700.  So, set one to 700, and the other should change for you (if aspect ratio is preserved.)

OK I tried it on one picture and it put it down to 171 KB, not 200 which this site can use. Does it matter?

Guess it doesn't. OK I'll try that with the rest of the pix until I can get back to Photobucket.
