Kim, are you feeding your Joey Tomocik? It is very good bloomer for me,puts up huge
blooms.  I gave 3 pondtabs when I start the plants up in the spring, thereafter give 2
pondtabs every 2 or 3 weeks.  Also, how deep is plant in the water?  Mine is about 2'
deep.  Last question, does it get at least 6 hours of sun each day.   Given these factors,
it should be proliferic in its blooms.   At end of August I stop feeding the plants anything,
let them rest before they go dormant.  Marie

Make sure the fertilizer you are using has more Phosphorus than Nitrogen.

you want something like 10-30-10 not something like 30-5-5

Phosphorus promotes blooms, many use Tomato spikes, cut up, for waterlilies. They are cheaper than pond tabs.
