Notice they still ignore the ideal haul out rock to the right.

Hi Jerry I had noticed how you had fenced your turtles with rocks. I think you have the right idea. you just need to except the fact that your turtles are growing and your rocks are no longer big enough to be the barrier you need. This means that you need more or bigger rocks. Same principle, just bigger rocks for bigger turtles.
   Please don't resign yourself to losing any of your beautiful turtles. Resign yourself to building a higher barrier

That barrier should also be sloped inward, or have a cap on the top that comes in, to prevent them from climbing over it.  Yes, they climb.  They also dig, so I have hardware cloth buried at the edges of my turtle pen, fairly deep, and then curled inward.  That way, when they go to the wall and dig down, they hit the wire fencing, and can't escape.

I wish my hen-and-chicks would grow dense like that potted one in your photo.

If I had it to do over id use flagstone and cantilever.   Mike I do rearrange all the time and will continue to do so.

Julles, the pot has a unknow (by me) succulent, very much like Hens & Chicks.

I will post a nice planting of the latter tomorrow
