looks like mare's tail. it grows very similar to parrot's feather - can also be submerged as an oxygenator.

Mare's Tail is a special plant for me. For years I kept killing it. In fact, a question I had about it was the first I ever asked on the original forum.

Finally, I bought one on sale, took it out of the pot, and stuck it in the gravel of my frog pond. It likes it there, and makes it through the winter just fine. You can see in the pic how it's starting to sprawl across the water.

Plant it in something under the gravel so it can't take off.

Parrot's feather and Mare's tail are not the same plant though they are related.
